Building was an engine factory under construction in San Jose.

There is a second prompt when you try to demolish a constructed building

I believe 'building sites' are different though, as I've accidentally clicked demolish on a building still under construction and there wasn't a prompt.

Yeh, just under construction things don't have it.. Will be fixed shortly. Found_nemo^ has had wealth restored to the point they were at earlier in the day before the construction got started.
