building 320 (hangar) not producing

buildproddebug says 12 hrs ago since last biplane, building is full staffed, with plenty of invest and materials and not full.

I've fired and rehired workers, 155S invest is in it, and plenty of items to make things. Still shows inactive for reason of full, no invest, or no workers in debug text. None of which are true.

mm, well i came on to check it this morning and its active, and has produced 2 hours ago... :/
(It is about 17 hours to make a biplane so first post didnt sound like a problem..)

it went over 24 hours without producing, with 2 people staffed and then yesterday morning it started magically working again. When I made the first post I had 2 people staffed and it takes 8.3 hrs fully staffed.
