Player build Refinary, only 1 worker

Hello again,
i can not change amount of workers in my player-build refinary, just 1 worker.
The jehova giftshop sold a refinary that can hold 3 workers :-p

Oil Refinery or Steel Refinery? I assumed the latter at first but I don't think any player with a Steel Refinery has died yet, so probably the former?

I dont have a steel refinary, i'm in oil

By Jehova giftshop i mean the buildings that were placed here at world start.
